True. As long as the law provides for civil officials who have been invested with the authority to grant a marriage, i.e. sign the marriage license, there would be no issue with churches or clergy not participating in performing those ceremonies. The problem may arise when someone of that faith and a member of that church makes such a request and is denied.
Performing a ceremony holds no authority as no ceremony is required. All that is required for a marriage to be recognized by the state is for the signatures of those seeking the license and the signature of the authorized official.
