This theory doesn't work for me since Scripture teaches how gifts were given to those who had no expectation of even receiving gifts.
Cornelius received tongues even before Peter had finished delivering the Gospel message to him.
He didn't even have a chance to ask for a gift.
We have no evidence of the Ethiopian eunuch receiving any gift at all.
The same is true of the Philipian jailor and his family.
I do believe, however, that believers asked for gifts and received gifts, so long as they knew what to ask for but those who didn't know, couldn't even ask.
For example, the believers who had only received the baptism of John hadn't even heard that there even was a Holy Spirit.
Simon, the magician, wanted to buy the power to give gifts which wouldn't make any sense unless he was aware that there were those who had such a power to begin with, namely, the chosen twelve.
Let's not blame believers for quenching the Spirit simply because they haven't received powers like the first century believers did.
It's not our fault we have come two thousand years too late.
My doctrine is based on my understanding and should not be received as dogma.
Well, that's enough of my opinion for whatever it's worth.
I'm sure there will be many who have other opinions.
Maybe I'm wrong.
Maybe their right.
