Luke 16:31
This verse is in a passage in which Jesus explains that if you don't believe Moses, then you won't believe in Jesus even if a miracle is done. The principle deals with accepting God's promises.
If a person does not accept God's revealed plan and purposes in the word, then he will not believe based on a miracle.
THEREFORE: if a person does not believe that the gifts of the Spirit are available today based on God's promises in scripture, then even if someone rises from the dead in front of your face, you will not believe it and you will still reject that God gives miraculous gifts to men.
