Ray: I would add to your statements that laying on of the apostles hands was never taught in the New Testament...we have only examples. Jesus taught that the Spirit was given for the asking. Jesus taught to expect the SPirit to come. Jesus taught that everyone would receive them. So, yes indeed, the gift of the Spirit are available to all believers. And the apostles had nothing to do with it.

"only examples" - we have divine instruction in the form of a historical record that teaches us that the way these gifts were given was by the laying on of the apostle's hands, Ac 8
"for the asking" - I presume you refer to Lk 11:13. If not, advise. If so, realize that this is in context of prayer and an appropriate subject of prayer when such wonders and powers were given. How they were given is not a subject of the prayer, but they would be provided in harmony with how God chose to provide them.
"everyone would receive them" - Jesus said we would all receive the gift of the HS, Ac 2:38f; but the "spiritual gifts" were another matter, 1 Cor 12.
"the gift . . .apostles had nothing to do with it" - The "gift of the HS" is received as a part of baptism, Ac 2. The spiritual gifts, manifestations and powers, were received at the laying on of the apostles' hands, Ac 8.

I know you will disagree, so I am inviting you to provide your reasons and we will discuss them in a friendly manner in this ongoing thread, if you choose.
