ED: They are not synonymous. Doctrine simply means teachings. "they continued steadfastly in the apostle's doctrine"; that is, in what the apostle's taught. Creed is an official document stating what a group has as its basic beliefs. Creeds need revision as new issues come up, for instance, homosexuality is causing revisions in the Episcopal and Lutheran churches today.
